Note:
I couldn't find this skirt on Lolibrary but I did find past listings referencing that the cross lace is from about 2002-2003 which I did check that it was true based on the other main pieces created during that year. I washed this skirt with a mix of washing soda, laundry detergent, and hydrogen peroxide (because I was out of oxiclean) in hot water and the stain still remained. It might be minor enough to not bother you like it does me but if it does I suggest using this skirt as a base for a customization project such as adding appliques or lace to it.
I will post images of me taking the flat lay measurements along with the length of the skirt and list them below.

Damages:
wrinkles
small yellow/orange stain (see images)
slight yellowing of lace (see images)
possible yellowing of underlayer (could be how it was manufactured (see images)
the waistband looks a bit whiter than the skirt portion IMO (see images)
fraying and slight staining on some of the ribbons (see images) 
Measurements according to me:
flatlay waist unstretched: 26 cm
flatlay waist full stretched: 52 cm
full length: 52 cm
