I am the first owner, only tried on briefly.
It is a taobao dress with the quality you expect from something of this price on taobao. The print is nice and detailed, main fabric is thin but this slight gloss+print colors gives cool gasoline vibes, the dress is fully lined with cotton lining, so it keeps the shape more or less and can be worn casually without petticoat.
Selling as I don't like steampunk that much now as I used to.
Because of the full back shirring it was confortable with bust 86-88 and bust 92-95, but since it has no zipper and required to be pulled over your head, I would not recommend bust more than 95.
