Fully cotton ruffled short sleeve blouse with a peter pan collar from Taobao brand Yilia. The fabric is a textured/patterned cotton that breathes easily in warm weather. The cuffs are stretchy and elastic but the fabric itself has no stretch. I wore it a few times and it is in very good condition.
