The brand listed them as pumpkin pants, you could wear them as such but I’d consider them more like long bloomers.
The outer material is a soft mesh (not like Halloween costume mesh) and a satin inside material. There are purple bows on the front, intended to peak out from under skirts!

I’m a bit unsure but I think it’s the full circumference, I’m a 34-36inch waist and they fit me if that helps! :)
