This Victorian Maiden JSK is fully shirred, fully lined, and has adjustable straps that tie in the front at the bust.

Despite the long length and full shirring, I wouldn't recommend this item if you have a long torso or are particularly top heavy/busty. For me it ended up a little too low cut on the bust to really work over a blouse, which is a shame, as it's such a wonderful item.
