Hi. I am not sure about what is "bust to waistline" but from top of the bodice (excluding the sleeves) to the end of waist shirring is around 19-20cm. It is a high-waist cut. The waist could sit a bit lower as the sleeve holes are elastic that adds 12cm to the bodice length and can be stretched to 19cm.
