Well made quality skirt by Victorian Maiden. I bought this in a second hand shop and have worn it once.
It is pretty heavy but soft and good quality. 

(It seems to be an older skirt so I couldn't find any links to it. :( )

It has side zipper but no rubber around so it doesn't stretch. Recommended for a smaller lolita. Waist is 65 cm
