I am the first owner of this skirt and beret. It is in good condition. I've only worn it a few times over the years.

The skirt has partial elastic in the back.

Length: A little over 21 inches

Waist: When stretched out to the max, 30 inches. I recommend having a 27 inch waist max to be the most comfortable.
