I do accept payment plans up to 4 weeks usually.
Shipping to Russia is expensive.
If the weight of the skirt + packaging is under 500g
$13 Surface mail no tracking (4-6weeks)
$23 Airmail no tracking (2 weeks)
$99 Priority Tracked 1-2weeks
If the weight of the skirt + packaging is above 500g, Shipping is:
$20 Surface mail no tracking (4-6weeks)
$44 Airmail no tracking (2 weeks)
$99 Priority Tracked 1-2weeks
There should be a surface mail tracked option, I will have to go ask at the post office.
Personally, I think the skirt is above 500g but I can go to the post office to make sure
