The carpet makes this petticoat look off white but it is a true, bright white. It has ties all around the skirt that act like a drawstring to let it out for length, or draw it up and shorten it.  It also has a gorgeous lace meant to peek out from under your dress and extend the hem a little. Measurements are in the pictures, including the length when skirt is fully let out. 
Waist has stretch from 12" flat to about 17" flat.
