I purchased this at a convention hoping I would be able to alter it to fit but realized it would be too complicated. It's been tried on by myself and a few people who were interested but hasn't found a home yet. I also have the matching head bow which will be included with it. It's a thick cotton-type fabric and looks like it can either be worn as suspender-type high waist skirt OR as an empire waist. However, it would be a bit short as an empire waist so it would be excellent for someone who's petite. It's in great shape with no signs of wear but it could probably use a good steam, which it would probably need anyway after being shipped. Since it can be worn under bust, I would say it's busty friendly, too.
