Measurements from listing: Length:18in; Waist Fits:22-45in
The waistband feels tight on me at a 37in waist so I don't know if it would be very comfortable at the max measurements.
This petticoat has 2 layers and is an A-line shape. It is more of a medium to low poof petticoat.
