This is a cropped Peter Pan collar blouse from Taobao. I got it from a user on here but never ended up wearing it. It still has the tag. It’s made of a sheer material and features puff sleeves with lace trim. Has a button closure in the back. 

While it does have a wide size range I recommend it for someone with a smaller bust only because the waist of the crop top is either sitting directly underneath the bust or cuts across it, depending on how low your chest sits. I have a 37in bust and it sat directly at my underbust.

Is the material scratchy?

The material itself is not but I did find the stitching around the collar to be irritating and a little scratchy. It could easily be lined or covered up by tape/fabric though.
