I'm the second owner (to my knowledge), I bought this off of Closet Child last year, and comes with the belt. This is the Black colourway and was released in 2020.
This fit me at a bust of 104cm, it does have some press studs and hooks to help keep it closed however is not exactly big cup size/"swolelita" friendly (you probably want to be smaller than an E cup in this). Measurements below per Library:
