This blouse was one of the first lolita pieces I purchased, before I realized I don't really like high collars. I wore it just a couple of times. I don't recall where I got it, I think a Taobao reseller, but I bought it new. The sleeves are hime sleeves that can be drawn up to cinch at the wrist via ribbons. No damages that I could find besides being a tad wrinkly. The tag says XXL. My amateur flat measurements are:

Bust (pit to pit): ~51 cm

Waist: ~46 cm

Length: ~64 cm
