This is a petticoat I purchased at a vintage shop. It is HEAVY.
I would equate the poofness to three or four VictorianGirlDress petticoats.
Example photos under my heaviest dress - Princess in Love, usually it takes three - five petticoats to hold up.
The petticoat is sliding off the mannequin (mannequin waist is 22 inches). Minimum waist for petticoat is 26 inches. Max waist is 50+ inches.
The band is not elastic. It is a drawstring you tie.
Has been worn twice for photoshoots only.

May have light stains on it as purchased second hand but I did not find anything wrong.
Shipping - Not entirely sure the cost. Most likely will stuff into a garbage bag and try to put into a box.
