Listing I bought it from says it's a Taobao brand, but I don't know the exact brand as it's not specified. 
Both me and the previous owner found the crown to be too OTT for us. I've had it sitting in a box for quite some time before I decided I should just sell it. 

It has loops that you can use to pull a ribbon or something else through to secure it in place.

Approximately 11cm in diameter.
