When I got the skirt it was already in this condition. The stains could be soy sauce and simply washing didn't get them out.
I planned to either carefully apply bleach or use the fabric for something else, but I never got round to it.
The skirt has full back shirring.

Another idea: cover up with a lace overskirt and create a Tim Burton themes Halloween coord.
