Bought secondhand and wore this once~ It has two little snags on the fabric near the zipper. It also has holes near the waist on the inside of the skirt, but it looks like it's just the edges of the fabric. The waist is about 24 inches unstretched

Do you know if this is a small or a medium? I'm looking at the sizing notes on Devilinspired and trying to figure out if it would fit me or not.

There's a tag on the inside that says its M, but I think the website's chart is a little off because the waist unstretched is about 62cm (their chart says 68cm) and it is 79cm long. My waist is 69cm and it fit me great though!
