This is an underskirt/petticoat from Sibyl Heisei. It has a cage skirt with petticoat layers and then a skirt layer on top so it just looks like a nice skirt. I took it out of the bag and then put it right back since I didn’t realize it was a cage skirt and I don’t need one of those.
