What exactly is going on with the shirring? Is there lace in the back to tie it if my measurements are below the recommended?

It is fully shirred, it has waist ties but no ‘corset’ type lacing.

It would just be loose if you are smaller than the measurements. Because the waist is shirred, when you tie the waist ties super tight it gathers too much of the bulk of the skirt in the back. I hope that makes sense!
