Shirley Temple Cute Music Note JSK + Socks

Very cute JSK with a velvet bodice, rhinestone "ST" embroidery, and waist ties. From the brand Shirley Temple Cute, but this is definitely an older piece because I cannot find much info on it.
I'm not the first owner, and the previous owner neglected to mention that the bottom skirt portion of the dress is quite faded. I believe it must have been a bright white at one point, but now it is a sort of grayish beige. I have attempted to lift this but I've been unsuccessful. This color discrepancy is reflected in the items' price.
