What's the minimum waist measurement? The top ruffle, is this an underskirt or a skirt? I'm also having trouble visualizing what it looks like worn.

I can measure that for you tomorrow (the skirt is physically at my mom's house).
I did find the lolibrary listing for this skirt and it says the waist is 58cm https://lolibrary.org/items/indie-sheglit-princess-skirt
This is an outerwear skirt, its really cute if you wear a longer top or vest with it :)

Ok so flat no stretched is about 12.5in so I would agree with lolbrary’s 58cm minimum but it stretches pretty far
