Got some rough measurements with a ruler (I'm sorry, it's all I could find!) I would say no larger than a 38-40in bust with the back shirring. Length is approximately 42in long from shoulder. Again, I had to do this with a ruler so it might not be accurate.

Just checked it with a dress that is also by AATP. The fabric on the Sailor Moon OP is about 2 inches longer with roughly 5 more additional inches of lace. The other dress I compared it to is 92cm (~36in).
