Freesize offbrand chiffon blouse with short ruffly sleeves.
Bought secondhand from someone on EGL comm sales. Color is a slight offwhite. Tag says size S, but is essentially freesize with adjustable neck width and stretchy waist. Sleeves have three tiers of ruffles with the bottom/innermost ruffle having elastic.
