I can't find a Lolibrary listing or any info on their website, but the tag says "Butterfly in the Rose Garden headdress".
Features butterfly lace appliques on each end, as well as many rows of frills. Chemical rose lace embroidery across a white velvet ribbon at the top. The tie ribbons are made from velvet also.
