This is a cut-sew type skirt.

Knit material, unlined, simple button and zipper closure. There is slight pilling in places because it is fairly old. It was the first clockwork print she did
Listed as being a medium with a 26-30" waist but it is fairly long for me (5'1") so where I have to wear it makes it too big for my waist so I would say more of a large size (there is a small panel of shirring in the back)
