Soft, stretchy older black velour OP from Baby, the Stars Shine Bright. It's similar to the Lolibrary link, but not the exact same dress. I estimate it to be from 2002-2006. High waisted, unlined, beautiful lace cuffs and collar, zips in the back. Has a small amount of front shirring with ribbon lacing.
