This is an underskirt that I'm 99% certain I bought from Soufflesong's Taobao name, Neverland. At least I'm pretty sure they're the same thing. It might not even be by them, considering the tag.

The color is ivory, and it was only tried on once. If I'm remembering right this is the shortest length of underskirt, I think it was somewhere between 50-55cm but I can double check measuring it if you'd like. It doesn't show under a normal length skirt/jumperskirt and I had purchased it to go under miniskirts from AP and Meta, only to realize that I'm short and it doesn't matter much, hah.

Waist is elasticized, I'd guess it runs the usual M-L asian size range. I'm 66cm waist and it still has a good amount of stretch. I'm going to see if they still sell this skirt somewhere and will link it in the reference if I do.
