I am the third owner of this skirt. My friend sold this to me, who got it from her friend. This skirt is a couple years old now

I've tried identifying it, but with no luck. There's zero tags on the skirt, and part of me wants to think it was handmade? My friend isn't sure either where her friend got it. There isn't even a sign of the tag being cut, so I saw.
The fabric is good, but the lace is a bit on the lower quality side. The design has a kind of jewelry design, it reminds me of a chandelier? Detail shots are included so you can get a good look at the skirt.
I don't see any damage on the skirt, nor any stains. It is wrinkled from storage
