Would you say the measurements from Lolibrary is true to the actual dress since I heard some MM dresses can be bigger or smaller than their listed sizes? Also do you offer payment plans?

The measurements are pretty accurate. Only difference was that the waist measurement came up closer to 29" (everything measured correctly) but there are waist ties so you can easily cinch it in if needed. Yes, I accept payment plans.

I think it might be too big for you. The bust of this dress measures almost 35.5" which would be good for someone up to a 34" bust (plus room for wearing ease). :(
