The blouse is new with the original tag on it. It is said to fit for a bust size of 135 cm, which is not the case and the sleeves are quite tight.
There are some shirred arm cuffs that can be moved or removed. The upper part is not shirred, only the section below the bust.

I guess it would work with a bust size up to 110 cm and a waist size up to 90 cm.
