This is Meta's My Dear Friends Bustle JSK in the Plus Plus Size! It fits me, however the dress itself is very long and hits me well below the knee with a petti (I'm 5'4 for reference)

The waist bow and shoulder bows are detachable, but the bows on the waist-ties are not.
