It's a rare shirred Moitie OP. This dress was bought in Japan from Closet Child Harajuku for around 15000 yen a few years ago.
This is the whitexblack colourway. The bust has full shirring, I guess it stretches up to 88 cm bust without looking wonky. It comes with a velvet ribbon, it fits under the bust.
