approx 94 cm underbust.
Approx 100 bust  (Amateur measurements) 

Could maybe fit a bit more, however the dress is designed to be high-waisted on a Japanese frame and it can look tent-y if your bust isn't small enough to fit in the bust channel. 
I would say this dress is average size friendly (larger than the average older Moitie dress) but would not really consider this dress plus size friendly for this reason.
