Hello :) Yes, I do believe it would fit as it is an empire waist dress. The empire waist measures 24 inches and stretches up to 48 inches. It is an elastic strap all the way around. The length is good for anyone, it will just fall differently on different heights. The length measures 48 inches from shoulder to hem. Hope that helps!
