Volume-y tulle overskirt from Miss Danger. 

Bought new and never worn, just tried on a couple times and hung back. Can fit a wide variety of sizes because of closure. (Up to 110cm waist I would say.)
Without petticoat it falls mid calf on me (I am 165cm). I just dont tend to wear it. 

It is pretty voluminous so shipping will be done by the smallest enveloppe or bag I can safely send it in while compressing it a little to save space.
