The OP is a hog waisted babydoll cut
I don’t know the name or year of release but it has an older look about it and the label is white with grey letters, possibly 90s or or 00s
the dress has no shirring or give and the sizing is typical of MILK and it’s on the smaller side
The condition is fair/minor damage with some discolouring on the lace trim on the hem which I’ve not tried to fix.
