Hello! I ship via United States Postal Service. First Class mail is $16, no tracking, and can take up to 3 weeks or so to arrive (according to my past experience shipping to Canada). Hello! The bust and waist measurements are in the description, but I will copy and paste them here for you, as well. It might fit measurements that are just a bit larger than the ones described below because of the partial shirring in the back. I got the measurements from the Lolibrary reference page. :) Bust: 88 cm (34.5") Waist: 69 cm (27") For more information, you can go to the Lolibrary reference page, which is posted in the description under "Reference Link". Thank you. I looked at the lolibrary link, but like your listing it only provides the minimum measurements. I'm at about a 98 cm bust and 78 cm waist and would like to know how much larger the dress goes when the shirring is stretched. Will the dress stretch 10 cm more than the listed measurements?

Oops, my mistake! I must have interpreted the numbers listed as the max measurement in order for it to fit well, instead of the min measurements. Thanks for bearing with me! I took measurements with the shirring stretched, and the dress can stretch to a 78cm waist. However, I'm not sure the bust could stretch to 98cm. I could definitely stretch it to about 96cm, but I can't say for sure whether 98cm would fit. It might be possible, but it would be quite snug. Sorry I can't be more certain!
