Metamorphose Pintuck Tiered JSK ~ Pink Gingham
This is a Metamorphose dress from the mid to late 00s. It is from their pintuck tiered line but I couldn't find the exact year. It is very similar to the 2009 release but I think I bought it in 2008, directly from the Meta website. This is an adorable and unique dress that is great for spring!

Hi there! I gently stretched the shirring and measured it at about 18 inches. I am a busty person myself and while there is probably a bit more wiggle room, because of the buttons down the front, it might put some strain on the buttons if stretched much more. (That's why I had to put some pins down the front, haha.) I hope that is helpful, let me know if you want more pictures or to measure it *fully* stretched.
