This is Metamorphose's Marine Bear Bustle JSK in Blue. This is standard size not the plus size. 
I bought this directly from Metamorphose and I am the only owner. I have only worn maybe two times because the fit of it was not very comfortable for me. There is no visible damage on the dress.

Beautiful Bustle on back of dress.
Fancy waist ties with a ruffle on the bottom and bows.
Double buttons for straps and waist ties. This makes it way more secure than other lolita dresses I have owned.
100% polyester fabric for dress and lining. The fabric is like a heavy crepe de chine.
Rick rack ribbon and pretty venice lace edging.
Removable bows on bodice. 

Size (my own measurements taken from dress)
Bust: 32MIN- 44.5MAX (I do not recommend this size for large cup size as the cut of the front is very flat)
Waist: 28MIN- 40MAX
Bodice length: 9.5"
Strap length: 19"
Skirt length: 23"
