Not sure of the name of this piece, it is off white with black polka dots

Off white Meta JSK with black polka dots. I have worn this dress many many times. It needs new buttons sewing on to attach the waist ties. It is quite worn and has some discoloration to the lining and armholes from a mistake while laundering. I have laundered it again and most of the discoloration has gone so I think it could be fixed with a little more TLC. Plus size friendly (bust up to about 120cm?) as it is fully shirred.
