It has shirring so it can go bigger and smaller. I have a 36 inch bust and 29 inch waist and there was room to spare. Buttons on straps also provide a range of lengths (can be easily moved up and down straps)

It's a beautiful dress but it's too sweet for my taste :) I hope to find it a good home!

It does not have the black ribbon around the waist.
