Vintage Cameo Collared Pinafore JSK from Metamorphose Temps de Fille in Navy colorway. Purchased here on LM, but unfortunately it is too small for me.

Measurements from Lolibrary:
Bust: 86cm (33.8in)
Length: 72cm (28.3in) skirt length: 53cm (20.8in) + frill 3cm
Waist: 68cm (26.7in)

The maximum measurements aren't given and it has partial back shirring and a side zipper. At a 98 cm bust and an 86cm waist the zipper still had about an inch or two of space before it could close.

The minor damage is that the white part of the 3 buttons on the bodice is chipped away a little bit. That may be due to the age of the dress or the particular material that the buttons are made of. No other damage that I can find.

The collar attached to the front of the dress via the 3 buttons on the bodice and there is a button and hook & eye at the back of the collar to close it.There is extra fabric on the shoulder straps so you could move the button on it to lengthen/shorten the straps.
