Small size with partial shirring and waist ties

Maybe 60 or 62 cm waist minimum I am having a hard time getting an exact measurement, it is smaller than the mannequin I have and i didn't want to stretch the shirring out. Just ask if you're interested and I will try to figure it out more precisely. Fabric is very heavy, almost wool like. I can't tell what it is. General feeling of wear but no damage I can find
