It's a cupcake style petticoat and it does a pretty good job of achieving that shape in my experience! It's ranked as the poofiest stye that Me Likes Tea makes so it has a good amount of poof but it is a five layer, not a six or seven, so it's not the maximum poof possible with this style of petticoat.

Whenever I've worn it in the past it feels pretty light weight. I once wore it all day at a convention and didn't really notice it. As far as an actual number goes I went ahead and weighed it and it came up as 1lb 5 ounces.

I'm not the best at taking measurements but stretching out the elastic and laying it flat it seems to be around 130 cm max. There's quite a bit of stretch in the elastic.
