New with tag (waist tie button has been reinforced)

I bought this second hand on Facebook, I don't think the previous owner wore it as it still has the tag.
There are no damages that I could find on the dress. I reinforced one of the waist tie buttons with some light blue thread (shown in third photo). The string had weakened a bit but the other buttons looked fine.
I would suggest being a few CM under the lolibrary measurements. I'm 1 CM over the bust and waist measurements and I cannot get this on properly.
