It has a 27in waist unstretched (there is shirring). It's a natural waist cut. Shipping to Canada would be 10.95USD first class or 29.95USD priority (site says tracking provided to major destinations). If you choose first class there's an option to pay an addition of approximately 13-14USD for tracking.

I'm not too willing to take an offer on it since it was released a couple months ago and it's new.

It would be $16.75 first class and $43.50 priority. Tracking can be added to first class for an additional cost.
