what does "HIGHLY suggest being under that" refer to? the 82cm? or under the sizing in general with under 66cm?

Oh gosh, sorry about the confusion! Just under the max, 82cm. It's max-stretched at that point, so while it can fit that, it may affect the look of the pants.
