I bought it NWOT, and it's been tried on twice. It has a small run on the back, I am unsure of its origin.
The dress has partial shirring and the fabric has some give, it can comfortably stretch at least 5 centimeters beyond the given measurements and I suspect it would stretch a bit more than that.
